Short answer: A limited- or select-service hotel with a funded renovation plan and durable operating income may be able to refinance SBA debt into fixed-rate CMBS financing while addressing a franchise PIP. But compare the actual SBA payoff, renovation funding, lender-sized proceeds and exit costs first. A Fed hike alone does not make every conversion worthwhile.
- The Federal Reserve raised its target range by 25 basis points to 3.75%–4.00% on September 16, 2026; another hike is a scenario to plan for, not an announced December decision.
- A hotel property improvement plan (PIP) can reduce rooms available and disrupt cash flow before any hoped-for revenue lift appears.
- For SBA 7(a), check the actual fixed or variable note and any applicable prepayment charge. For SBA 504, model the bank first mortgage and CDC/SBA debenture separately.
- CMBS may offer a requested fixed-rate, longer-amortization structure for a stabilized hotel, but proceeds, reserves, recourse and exit restrictions are lender- and deal-specific.
- First Realty Capital can help compare the net proceeds of an SBA-to-CMBS refinance against keeping existing debt or using interim financing.

What does the September 2026 Fed hike change for hotel owners?
On September 16, 2026, the Federal Open Market Committee raised the federal funds target range by 25 basis points to 3.75%–4.00%. Its official statement said, “Inflation remains elevated.” For a hotel owner with a floating-rate SBA 7(a) note, that is a reason to review the note's index, reset date and payment terms now. It is not proof that every SBA loan's rate immediately rose 25 basis points: a fixed-rate note, rate floor, or different repricing date changes the result.
The Fed's September Summary of Economic Projections reported a median projected federal funds rate of 4.1% at the end of both 2026 and 2027. That is a projection, not a commitment about the December 2026 meeting. Additional hikes in December or during 2027 are upside-rate risk scenarios if inflation persists, not the reported median path. Model higher-rate and steady-rate cases.
As a simple sensitivity, a hypothetical $4 million balance exposed to a full 25-basis-point increase would incur roughly $10,000 more annual interest before amortization or balance changes. This is arithmetic, not a quote or actual transaction. Compare total debt service and closing cash over the hold period.
CMBS pricing is not the Fed funds rate. A fixed-rate hotel quote reflects its applicable Treasury or other benchmark, the lender's credit spread and the transaction's structure. The 10-year Treasury and hotel credit spreads can move differently from the Fed's overnight target. A higher Fed rate therefore does not imply an identical increase in a new CMBS coupon—or automatic savings from refinancing. Obtain a dated, property-specific quote and confirm when the rate can be locked.
How does a hotel PIP change refinance underwriting?
A property improvement plan is the franchise's required schedule of improvements to maintain or renew its brand affiliation. For a limited- or select-service hotel, it may cover guestrooms, bathrooms, corridors, lobby, signage or exterior work. A brand-approved scope is not a lender-approved budget. Establish deadlines, room downtime, phasing and working capital after construction.
Underwriters look at both the current hotel and the hotel during renovation. Pull trailing monthly occupancy, average daily rate (ADR), revenue per available room (RevPAR), expenses and franchise fees. Show room-nights unavailable by month, contractor schedule, contingency and booking disruption. Distinguish required work from optional upgrades. A forecasted post-PIP rate premium cannot replace supportable historical net operating income (NOI).
Furniture, fixtures and equipment (FF&E) reserves, tax and insurance escrows, and a PIP holdback reduce usable closing cash. Ask whether the lender funds renovation costs, requires an upfront deposit or disburses against inspected work. Ignoring reserves and transaction costs can leave a funding gap. SBA 7(a), SBA 504 or CMBS: which debt fits the PIP?
There is no automatic ladder from SBA to conduit financing. SBA 7(a) loans may have fixed or variable rates. SBA 504 commonly combines a bank first mortgage and separate CDC/SBA debenture; a fixed-rate debenture does not reprice when the Fed hikes, but the first mortgage may. CMBS terms depend on property performance, sponsor and lender. Compare actual documents, not labels.
| Question | SBA 7(a) | SBA 504 | CMBS / conduit |
|---|---|---|---|
| Rate exposure | Fixed or variable; inspect note and reset terms | Bank first and CDC/SBA debenture have separate terms; debenture generally fixed | Fixed-rate structure may be available; confirm actual term sheet |
| PIP funding | Review existing loan purpose, amendment and additional-capital options with lender | Review first-lien terms and CDC requirements before restructuring | Potential reserve or holdback, subject to lender approval and project scope |
| Payoff / exit | Request written payoff and check whether a qualifying prepayment fee applies | Request separate bank and CDC payoff figures, premiums and effective dates | Model balloon maturity and lockout, defeasance or yield-maintenance provisions |
| Best initial fit | Owner-operator needing flexible business financing, subject to program rules | Owner-operator with favorable existing long-term debenture economics | Stabilized hotel that supports permanent debt and can accept limited exit flexibility |
For certain SBA 7(a) loans with maturities of 15 years or more, voluntarily prepaying 25% or more of the outstanding balance within the first three years can trigger a fee of 5%, 3% or 1% of the prepaid amount in years one, two or three, respectively. That is not a charge on every SBA loan: confirm origination date, maturity, payoff amount and the lender's written calculation. For 504, collect written payoff statements from both the bank and CDC, including any applicable debenture prepayment premium and the dates on which those figures hold. Do not assume any guaranty is released simply by refinancing; obtain the relevant parties' written requirements.
A CMBS lender might consider a 10-year fixed-rate term with 30-year amortization, but those are requested terms, not a universal offer. Expect a balloon at year ten. Nonrecourse financing can include personal-liability carveouts; lockout, defeasance or yield maintenance may make an early sale expensive. Will a CMBS refinance pay off the SBA debt and fund the PIP?
Start with a sources-and-uses waterfall rather than an advertised maximum loan-to-value ratio. Sources are the new loan and any committed owner equity. Uses include the dated SBA payoff or payoffs, PIP funding, lender-required reserves, third-party reports, closing costs and any prepayment expense. Cash-out is the remainder after those uses, if lender underwriting permits it; it is not the difference between a headline loan amount and today's unpaid principal.
Size debt under three separate constraints. NOI and DSCR: a lender tests net operating income after normalized operating expenses against proposed annual debt service, often using its own adjustments rather than the seller's or owner's add-backs. Debt yield: NOI divided by the proposed loan amount measures cash flow without relying on interest rate or amortization. LTV: loan amount relative to lender-accepted appraised value limits leverage even when operations look strong. The binding constraint determines proceeds; no single ratio guarantees funding.
Run a downside case: slower reopening, cost overruns, weaker occupancy and no immediate ADR gain. Ask how the lender treats results distorted by closures, in-place versus stabilized cash flow and completion reserves. A hotel with incomplete work and insufficient NOI may not qualify for CMBS yet. Compare keeping SBA debt, a bank modification, new equity or a bridge with a credible takeout after stabilization. Include bridge fees, rate risk and exit deadline.
Conversely, keeping a favorable fixed-rate 504 debenture can beat a wholesale refinance. Consider whether the bank first mortgage can be addressed separately without disturbing the debenture, subject to lienholder and program approvals. The right answer can be do not refinance yet if the existing debt, payoff costs and expected hold period favor staying put.
How does First Realty Capital approach SBA-to-CMBS hotel refinancing?
Begin before a franchise deadline or maturity forces a rushed closing. First Realty Capital, a commercial financing arranger, can verify the SBA structure, reconcile the franchise schedule to a funded PIP budget, test CMBS sizing against cash flow and value, and compare alternatives on a net-proceeds basis. A fixed rate does not automatically win. Learn more on the About First Realty Capital page.
That hotel-financing expertise matters at the intersection of three requirements: the brand's PIP completion deadline, the existing SBA lender's payoff mechanics, and the CMBS lender's cash-flow and reserve requirements. First Realty Capital's focus is to align those requirements before an owner commits to a refinance. Ask us to compare a 10-year fixed-rate, 30-year-amortization request against the economics of retaining the existing debt.
Prepare a document package with:
- Both the existing note and servicing statements, plus written, dated payoff letters for each SBA or bank component;
- Franchise PIP notice, brand-approved scope, completion deadlines, bids, contingency, draw schedule and room-out-of-service calendar;
- Trailing 24 months of monthly operating statements and STR or other available competitive-set performance reports, with unusual items explained;
- Current property tax, insurance, franchise and management agreements, FF&E reserves, capex history and projected post-renovation budget;
- Ownership and guarantor information, existing title or survey if available, and any recent appraisal or environmental report.
Local execution matters, but no state determines eligibility. In Florida, review storm coverage and insurance deductibles; in Texas, examine property-tax assumptions and lodging demand drivers. In Georgia, Tennessee, North Carolina and South Carolina, document franchise requirements, labor availability, access and demand mix. These are diligence questions, not market-performance claims. Frequently Asked Questions
Does the September 2026 Fed hike automatically increase my SBA hotel loan payment?
No. SBA 7(a) rates may be fixed or variable, and a variable note follows its own index and reset schedule. A 504 debenture is generally fixed, while its bank first mortgage has separate terms. Check each note and ask the servicer for the next payment calculation.
Is another Fed hike certain in December 2026 or 2027?
No. The September 2026 Fed projections show a 4.1% median federal funds rate at both year-end 2026 and year-end 2027, not a commitment to hike at a particular meeting. Further increases remain a risk scenario if inflation persists; stress-test them rather than treating them as a forecast.
Can a CMBS loan finance an unfinished hotel PIP?
Possibly, depending on lender appetite, the hotel's existing cash flow, the brand's deadline and whether the PIP budget can be held back or reserved. Significant disruption may make a bridge or other interim solution more practical until the hotel stabilizes.
Will refinancing my SBA 7(a) loan trigger a prepayment penalty?
Not necessarily. For applicable 7(a) loans with maturities of at least 15 years, voluntarily prepaying 25% or more within the first three years can trigger a 5%, 3% or 1% fee on the prepaid amount, depending on the year. Get a written payoff to establish whether the rule applies to your loan.
Should I refinance an SBA 504 loan if its debenture is fixed?
Not solely because the Fed raised rates. Compare the fixed CDC/SBA debenture, the bank first mortgage, written payoff premiums and PIP cash needs separately. Retaining favorable 504 debt or addressing only the first mortgage may be more attractive if permitted by the lenders and program rules.
What should I send to evaluate an SBA-to-CMBS hotel refinance?
Send the current loan documents and dated payoffs, franchise PIP and contractor budget, trailing monthly financials, room inventory and renovation schedule, and current insurance and tax costs. These allow a lender to test NOI, DSCR, debt yield, value and net cash required to close.
